The Windows 10 Fall Creators Update: And How It Screws up Toolbar Move in BricsCAD

Dragging the DrawOrder Toolbar in BricsCAD produced this special effect, thanks to the Windows 10 Fall Creators Update
Last week, many of us who are Windows 10 users would have received a software update message informing of a major update that would take a long time.
Indeed, this was the Windows 10 Fall Creators Update and a major one that took more than an hour to finish.
I installed this update and realized the free bug that cam along with it: this update causes an un-desirable effect when you drag and move a toolbar (see above, it leaves a trail of debris on the screen, which thankfully, goes away as quickly as it came, but nevertheless an irritating behavior.

The technical reason for this is that this Windows 10 1709 update breaks the MFC ControlBar drag (causing a mess on screen)!!
This affects not just BricsCAD, but also AutoCAD and a host of other software that use the above MFC control.
